Jane Upp, wife of Brigadier General Robert Upp (National President of the Reserve Officers Association in the 1970), studied art for 2 years in France and was a local artist in the San Diego, California area. Ms. Upp was the first artist to ever have her work shown at the Solana Beach City Hall.
